Capabilities/gradeexport/txt:publish

• This allows a user to publish text file Exportar calificaciones i.e. set up a URL for accessing exported grades without having to login to Moodle. Grade export|grade exports]
• This capability is set to allow for the default role of manager.

Note: Grade publishing is disabled by default. It can be enabled by checking the gradepublishing box in Administration > Grades > Configuraciones de calificación.
